     Encourages and supports efforts by local communities to develop affordable, quality before-and-after-school child care programs.

     Directs the child care coordinating committee to administer grant funds for before-and-after-school child care programs.

     Makes total appropriations of one million eight hundred fifty thousand dollars to carry out the purposes of the act.
