(DIGEST AS ENACTED)

     Authorizes institutions of higher education to waive tuition and services and activities fees for a maximum of two years for recipients of the award named before June 30, 1994.

     Provides that students who receive the award after June 30, 1994, shall be eligible to receive a grant for undergraduate coursework.

     Specifies performance standards for continued eligibility for the assistance.

     Provides that the act shall be null and void if appropriations are not approved.
