(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Provides that a benefit provided to a student under RCW 28B.10.660 shall be optional to the student if the student must pay for the benefit.

     Provides that student health fees are optional for students who provide proof of continuous health care coverage.
