     Declares that the primary focus of the inspector general is to investigate allegations of improper actions or coercion by the department of social and health services.

     Creates a joint legislative oversight committee to review reports of the inspector general.

     Calls for the establishment of a hotline to receive complaints of alleged abuse by the department.

     Provides that the act shall be null and void if appropriations are not approved.
