     Revises provisions relating to higher education tuition fees and financial aid.

     Provides for surcharges for undergraduate students who have excess credits.

     Declares an intent to restructure the state's system of financial aid and designate the system as college promise.

     Repeals RCW 28B.15.067, 28B.15.076, 28B.15.202, 28B.15.402, and 28B.15.502.
