(DIGEST OF PROPOSED 2ND SUBSTITUTE)

     Revises provisions relating to higher education tuition fees and financial aid.

     Provides for surcharges for undergraduate students, graduate students, and nonresident students.

     Declares an intent to restructure the state's system of financial aid and designate the system as college promise.

     Repeals RCW 28B.15.202, 28B.15.402, and 28B.15.502.
