     Declares an intent to protect general aviation airports against encroachment by incompatible land uses.

     Provides for the orderly expansion of airports and the adoption of land use measures that minimize the public's exposure to excessive noise and safety hazards within areas around airports.

     Provides for the adoption of comprehensive airport land use plans.
