HB 1925 - DIGEST

     Declares an intent to provide for protection of private property rights.

     Directs the department of ecology to waive the water quality certification process of the federal Clean Water Act.

     Declares that land development shall be exempt from rules establishing classes of forest practices.

     Declares that critical areas shall be regulated only for the limited purpose of protecting the public's health and safety.

     Provides that geologically hazardous areas are not precluded from development activities.

     Declares that a project applicant with an approved water system and septic or sewer system shall be given permits for single-family residences.

     Declares that the act shall apply retroactively to July 1, 1990.
