HB 1926 - DIGEST

 

     Declares an intent to revise the governance structure of the public baccalaureate colleges and universities by creating a consolidated governing board.

     Abolishes individual institution's board of regents and transfers the powers, duties, and functions to the state-wide board of regents.

     Repeals provisions of chapters 28B.20, 28B.30, 28B.35, 28B.40, 28B.80, and 28C.18 RCW.

     Declares an intent to reduce unnecessary program duplications, to increase the average teaching loads of faculty members, to prove the average amount of time to obtain a degree, and to reduce administrative overhead.

     Provides a budgeting method that includes incentive funding and performance based budgeting procedures.
