(SUBSTITUTED FOR - SEE 2ND SUB)

     Requires the elementary grades assessment to ensure that all students are tested for reading literacy skills no later than the middle of third grade and at other appropriate grade levels.

     Requires a student to pass the third grade reading assignment prior to entering fourth grade.

     Requires elementary schools receiving student learning improvement grants to take actions, prior to the 1996-97 school year, to ensure that students meet or exceed the essential academic learning requirements for reading.
