     Authorizes the purchase of services through contracts with individuals or business entities.

     Directs the office of fiscal management to develop a methodology for comparing the costs of government and privately delivered services.

     Allows classified employees to offer alternatives to any proposed contracts for privately delivered services.

     Requires a report on the impact of the act by January 1, 1997.

     Establishes a joint legislative task force on competitive strategies.

     Repeals RCW 28A.400.285 and 41.06.382.
