(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Creates the Washington international trade education consortium to promote and encourage international trade education at the state's public and private institutions of higher education.

     Provides for the development of three pilot international trade education projects.

     Creates the international trade education endowment fund.

     Makes an appropriation of one million dollars to carry out the purposes of the act.
