(DIGEST AS ENACTED)

     Transfers energy policy functions to the department of community, trade, and economic development.

     Deletes references to the state energy office in statutes.

     Transfers transportation demand management and commute trip reduction functions to the department of transportation.

     Transfers duties regarding life cycle cost analyses, and regarding conservation and cogeneration in governmental facilities to the department of general administration.

     Transfers duties regarding alternative fuels and clean-vehicle technologies to Washington State University.

     Provides services to employees affected by the elimination of the energy office.

     Repeals RCW 43.21F.035, 43.21F.065, 39.35C.120, 41.06.081, 43.41.175, and 19.27A.055.
