     Requires the implementation of a mandatory inmate basic education and eight hour a day work policy for all correctional facilities.

     Prohibits aid to families with dependent children for any child conceived during a family visit to a correctional facility.

     Implements a family visitation program that allows family visits for the sole purpose of maintaining functional and cohesive family relationships.

     Restricts obscene, sexually explicit, erotic, and excessively violent material.

     Restricts television programs to educational and technical vocational training purposes.

     Limits body building and weight lifting to team competition purposes.

     Restricts name changes.

     Requires inmates to participate in the costs of health care.

     Provides for deductions from inmate wages to be used for victim compensation.

     Revises provisions for sentencing to a work ethic camp and to an illegal alien offender transition camp.

     Requires a review of the staffing patterns of all corrections facilities to streamline the levels of management and to eliminate twenty percent of the staff positions.

     Requires a reduction of overtime pay.

     Requires a review of the feasibility of implementing correctional industries.

     Requires inmate labor in the construction of correctional facilities.

     Requires a contract with a private research company to conduct a review of the corrections medical system.

     Establishes a corrections cost-efficiency and public safety focus group.

     Creates a joint committee on cost-efficiencies oversight.
