(DIGEST AS ENACTED)

     Revises RCW 90.03.525 to clarify that the charges to the department of transportation by a local government utility must be used solely for storm water control facilities.

     Declares an intent of the legislature to establish a program to develop a state-wide coordination mechanism for the funding of state highway-related storm water management and control projects that will facilitate the completion of the state's most urgently needed storm water projects in the most cost-effective manner.

     Authorizes the department of transportation to provide grants to implement storm water control measures.

     Creates a committee to oversee the grant process.

     Requires a report on the implementation of the program by December 1, 1996.
