HB 2103 - DIGEST

     Revises RCW 81.104.140 to prohibit a vote within the boundaries of a regional transit authority to authorize imposition of dedicated funding sources prior to February 1, 1996.

     Prohibits a regional transit authority from implying the availability of state or federal funds unless specifically authorized.

     Repeals provisions of chapter 81.112 RCW.

     Revises provisions relating to transit agencies.

     Establishes the passenger ferry account.
