     Grants authority to the department to adopt rules pertaining to farm storage tanks and bulk milk containers, to designation of crops as nonfood sites for pesticide application, and to the issuance of permits allowing the import and movement of certain pet animals.

     Authorizes the department to adopt either grades or classifications for American ginseng.
