     Provides that a person who operates or uses a sport shooting range shall not be subject to civil liability or criminal prosecution relating to noise or noise pollution if the range is in compliance with any noise control laws or ordinances that applied to the range at the time of construction or initial operation of the range.

     Does not prohibit a local government from regulating the location and construction of a new sport shooting range after the effective date of the act.

     Does not affect the ability of a local government to regulate noise levels of a shooting range between the hours of ten p.m. and six a.m.

     Declares that a grant from the firearms range account need only be matched on a one-for-two basis if the grant is for noise abatement or safety improvements.
