     Declares an intent to streamline the current fragmentation of chronic health service for the person with functional disabilities.

     Directs the Washington health care policy board to develop a working plan for long-term care reform by December 12, 1996.

     Provides that additional elements of the plan must be developed by July 1, 1997.

     Provides that the act shall be null and void if appropriations are not approved.
