     Directs the public employees' benefits board to design and make available, by January 1, 1998, one or more long-term care insurance plans for all employees and retired employees.

     Includes options for the employees' spouse and children and parents of either the employee or the spouse.

     Makes participation voluntary, with the employees responsible for payment of premium amounts.

     Creates a technical advisory committee.

     Enhances the consumer education program.
