     Establishes procedures for the filing of a claim to water use prior to January 1, 1993, and designates the types of evidence to substantiate the use.

     Prohibits filings for claims to water in areas that are the subject of an ongoing general adjudication for water rights.

     Prohibits rights claimed under the bill from affecting rights existing prior to the opening of the claim filing period.
