     Declares a moratorium on state agency actions to modify water basin plans and instream flows.

     Declares an intent that water resource planning be done locally, at the watershed level.

     Revises procedures for the establishment of water resource inventory areas and designates the duties of the planning units.

     Requires hearings to obtain public comment on proposed plans.

     Establishes requirements for the development of multipurpose water storage facilities.

     Establishes procedures for general adjudication of water rights.

     Establishes the water escrow account to fund the general adjudication of water rights.

     Revises procedures for interconnections of public water systems through interties.

     Requires the development of a general permit system for appropriating water for nonconsumptive, nonbypass uses.
