     Establishes procedures by which owners of single-family residences may use lake and reservoir water for noncommercial landscape and garden irrigation from designated locations.

     Describes the elements to be considered in approving the use.

     Requires a report on the advantages and disadvantages of the use of water from additional lakes or reservoirs by June 1, 1999.
