(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Establishes procedures for deferral of large property tax increases.

     Revises the frequency of revaluations of property and makes an appropriation to assist the counties in complying with the requirement.

     Revises provisions for property tax notices and specifies the information which must be contained in the notices.

     Provides that the board of equalization may not raise the valuation of property which is the subject of an appeal petition.

     Revises the property tax due dates.

     Repeals RCW 84.56.022.
