(SUBSTITUTED FOR - SEE 2ND SUB)

     Establishes procedures to assist families to cope with the problems presented by habitual runaways.

     Requires providers of treatment to a minor to notify the parents.

     Provides that the failure of a person who provides shelter to a minor to give the required notice to the parents is a misdemeanor offense.

     Makes an appropriation of thirteen million seven hundred thousand dollars to carry out the pruposes of the act.
