Provides that land use regulation may be enacted only after the procedural requirements of the act have been followed.
Requires governmental entities which impose a restriction on the use of any portion of real property and that restriction decreases the fair market value of the property or precludes substantially all reasonable economically beneficial use of the property to pay compensation or mitigate the damage to the property.
Establishes procedures for a property owner to request compensation from the governmental entity.
Does not apply to actions by governmental entities in their exercise of the power of eminent domain.
