     Creates the department of medical assistance.

     Creates the department of long-term care and health.

     Creates the department of children and family services.

     Creates the department of transitional services.

     Transfers powers, duties, and functions of the existing portions of DSHS to the new departments.

     Transfers all powers, duties, and functions of DSHS relating to juvenile rehabilitation and the juvenile justice system to the department of corrections.

     Provides for the development of reorganization plans.
