HB 2228 - DIGEST

 

     Provides that certain agencies may not adopt rules that are based solely on a section of law stating a statute's intent or purpose, on the enabling provisions of the statute establishing the agency, or any combination of such provisions.

     Declares that a recommendation of the joint administrative rules review committee that an existing rule be suspended because it does not conform with the intent of the legislature shall establish a rebuttable presumption that the rule is invalid.
