HB 2231 - DIGEST

     Revises RCW 34.05.310 to require agencies to prepare a statement of intent when soliciting comments from the public on a subject of possible rule making, instead of the current requirement for a statement of inquiry.

     Authorizes a petitioner to appeal to the joint administrative rules review committee when an agency denies a petition to repeal or amend a rule.

     Amends RCW 34.05.350 to delete the general welfare as a good cause to immediately adopt an emergency rule.
