     Requires timely action on applications for sewage disposal systems.

     Prohibits denial of an application without good cause.

     Requires the department of health to include a person who is familiar with the operation and maintenance of aerobic systems on the committee responsible for evaluating the general use of alternative on-site sewage disposal systems.

     Authorizes the formation of a sewer district to serve a new development without residents until seventy-five percent of the lots are sold.

     Requires periodic review of guidelines and standards for sewage disposal systems.
