HB 2248 - DIGEST

     Declares that a local health officer may not prohibit or condition the installation of an alternative on-site sewage disposal system that meets the requirements of standard 40 of the national sewage foundation, unless there are specific scientific findings that the installation would be detrimental to the public health or the environment.

     Requires the department of health to include a person who is familiar with the operation and maintenance of aerobic systems on the committee responsible for evaluating the general use of alternative on-site sewage disposal systems.

     Authorizes the formation of a sewer district to serve a new development without residents until seventy-five percent of the lots are sold.
