     Directs assessors to revalue all real property to 1995 values before taxes for collection in 1999 are levied.

     Declares that the method of determining true and fair value for real property in RCW 84.40.030 and for timberland in RCW 84.40.033 shall be used for determination of the 1995 value.

     Limits future increases to two percent per year.
