     Directs the department of ecology to enter a grant agreement with Yelm no later than January 1, 1997, that includes reporting requirements, timelines, and a fund disbursement schedule.

     Requires a report on the project with proposed applications to other potential water reuse projects throughout the state.

     Makes an appropriation of seven million dollars to carry out the purposes of the act.
