     Creates the future law enforcement officers training program.

     Directs the state association of sheriffs and police chiefs to assemble a study group to make recommendations on training by January 1, 1997.

     Establishes the future law enforcement officers conditional scholarship program.

     Provides that the act shall be null and void if appropriations are not approved.
