(DIGEST OF PROPOSED 2ND SUBSTITUTE)

     Declares the mission of the inspector general is to conduct and supervise independent and objective investigations relating to allegations of fraud or abuse within, or in programs administered by, the department of social and health services.

     Requires a report by January 1, 1997.

     Authorizes the inspector general to investigate whistleblower complaints.

     Provides that the act shall be null and void if appropriations are not approved.
