     Declares the mission of the inspector general is to conduct and supervise independent and objective investigations relating to allegations of fraud or abuse within, or in programs administered by, the department of social and health services.

     Requires a report by January 1, 1997.

     Prohibits employees of DSHS investigating parent-child relationships or allegations of abuse from entering the parents' home without permission and informing them of their rights.
