(DIGEST AS ENACTED)

     Provides that any person who possesses ephedrine or pseudoephedrine with intent to manufacture methamphetamine may be imprisoned for not more than  ten years, fined not more than twenty five thousand dollars, or both.

     Provides that any person who creates, delivers, or possesses methamphetamine may be imprisoned for not more than ten years, fined not more than twenty-five thousand dollars for less than two kilograms and one hundred thousand dollars for two kilograms plus fifty dollars for each gram in excess of two kilograms.

     Revises seriousness level crime tables for violations.
