     Creates the office of public defense as an independent agency of the judicial branch.

     Specifies the duties of the director, who shall be appointed by the Supreme Court.

     Creates an advisory committee.

     Transfers all powers, duties, and functions of supreme court and the administrator for the courts pertaining to appellate indigent defense to the new office.
