HB 2356 - DIGEST

     Prohibits shorelines hearings board from undertaking a de novo review of the decision being reviewed or substituting its judgement for that of the local government.

     Prohibits the board from relying on evidence that is not a part of the record before the local government.

     Requires deference to the local government's interpretation of its own shoreline master program.
