(DIGEST AS ENACTED)

     Deletes the county legislative body as the governing authority for the districts.

     Provides for the appointment of three residents of the service district to serve as the commissioners.

     Provides that any road or bridge improvements financed in whole by funds of a service district shall be owned by the district.

     Establishes a local service district fund for deposit of all revenues.
