Designates an application and an approval process.
Limits the total number of charter schools in the 1996-98 school years to twenty-five.
Limits the term of operation to no longer than five school years, with options to renew.
Declares the primary focus of the charter schools shall be to provide a comprehensive program of instruction for at least one grade level.
Specifies the conditions and requirements for operation of the schools.
Requires charter schools to be nonsectarian.
Requires charter schools to have a board of trustees.
Establishes procedures to determine the funding level.
Designates procedures for termination of the contract.
Requires a report on the status and progress of the charter schools by December 15, 1999.
Makes an appropriation of fifty thousand dollars to carry out the purposes of the act.
