     Directs DSHS to only maintain files of reports for two years if unsubstantiated and forever if substantiated.

     Requires notification to persons that their name is maintained in any filing system related to allegations of child abuse or neglect and that they have the right to appeal the inclusion of their name.

     Provides that the act shall be null and void if appropriations are not approved.
