     Authorizes an auction to permit hunting of a total of fifteen big game animals and wild turkeys per year.

     Declares that the raffles are not subject to state gambling laws.

     Authorizes a raffle for hunts under a private lands area agreement, which will not be counted toward the number of raffles the commission may authorize.

     Repeals RCW 77.12.700.
