HB 2421 - DIGEST

     Declares that the possession, use, manufacture, purchase, installation, transportation, or sale of chlorofluorocarbons does not subject a person to a penalty, fine, retaliatory action, or other punitive measure.

     Declares that political subdivisions of the state may not restrict the possession, use, manufacture, purchase, installation, transportation, or sale of chlorofluorocarbons.

     Repeals RCW 70.94.980.
