     Revises provisions relating to a parent's rights to approve outpatient drug, alcohol or mental health treatment provided to a minor or dependent child.

     Specifies the parent's rights to be notified of a runaway minor or dependent child.

     Specifies the parent's right to be notified of any action against a dependent child's driver's license or for other legal infractions.

     Designates the parent's financial responsibilities and responsibilities to participate in juvenile diversion proceedings.

     Delineates parental rights regarding a dependent child's education, health care, and employment.

     Repeals RCW 49.12.123 and 70.24.110.
