     Requires DOL to provide an opportunity for each person registering a vessel to make a voluntary donation to support the maritime historic restoration and preservation activities of the Grays Harbor Historical Seaport and the Steamer Virginia V Foundation.

     Requires a report on the effectiveness of the program by January 31, 1998.
