(DIGEST AS ENACTED)

     Provides that no state officer or state employee may be beneficially interested, directly or indirectly, in a contract or grant unless a written process in accordance with federal guidelines is in place to prevent conflicts of interest.

     Prohibits unauthorized disclosure of confidential information.

     Prohibits the asking for compensation for performance, or deferral of performance of the officer's or employee's official duties, except as specifically authorized by law.
