     Declares that the purposes of the act are to protect the general welfare of the residents of this state who purchase construction services and the general economic welfare of businesses in compliance with chapter 18.27 RCW, to enhance state revenue collections, and to promote compliance and enforcement of the act by providing swift and meaningful penalties for those failing to register as required by chapter 18.27 RCW.
