     Provides that counties, cities, and towns may only regulate surface mining operations in accordance with the listed requirements and limitations for the need for mineral resource lands in the twenty-year comprehensive plans.

     Directs DNR to establish a no-cost consulting service to assist miners, surface mining permit holders, local governments, and the public in technical matters related to mine regulation, mine operations, and reclamation.

     Makes an appropriation of fifty thousand dollars to carry out the purposes of the act.
