(DIGEST AS ENACTED)

     Amends RCW 46.68.110 relating to deductions to the city hardship assistance account from motor vehicle funds.

     Reduces the percentage of city gas tax revenues going to the account from two to one percent.

     Provides that any fund balance that is not required to carry out the program shall be returned to cities and towns.
